It investigates the relationship between the number of minor offenses act and changes in social control brought about by the police.\nThe study has revealed that serious offenses such as murder and injury have little to do with the number of arrests for offenses overall. In other words, even when facing poverty and social chaos after the war, people did not cause a great increase in heinous crimes compared to the time of peace preceding the war. Consequently, this validates the stance that the existing method of investigation into folklore that depicts changes in society using data on heinous crimes like those reported in the mass media is not appropriate.\nInstead, it was discovered that it is minor offenses that have a huge impact on the number of arrests for all offenses. Because minor offenses are situated on the borderline between crimes and non-crimes, the realm of minor offenses has been altered considerably as a result of changes in values that occurred with the changing times and the development of the legal system. What is more, during the Meiji and Taisho periods there was a great number of legal provisions that imposed controls on minor offenses, making for a very complex system. As a result of the high number of arrests for minor offenses, the police even had the authority to impose light punishments on the offenders that it simplified administrative procedures. The police frequently abused this right and repeatedly arrested people on another charge using a minor offense as a pretext.\nDuring that time, in so far as moral-related crimes that could be avoided by taking precautions went, fewer people committed such crimes with the passing of each year. Even so, the law as it related to minor offenses was complex, and because the police used this to arrest people on another charge people had no way of knowing when and where and on what evidence they could be arrested. The police were easily able to increase the number of arrests for minor offenses by strengthening the system of control. When the number of arrests increased the police used that as a reason to increase the number of police officers, which in turn enabled them to tighten control even further.
