However, these reports have treated “dekasegi” as simply work done outside the islands. They have typically subdivided “dekasegi” into several occupational categories and have merely summarized the migrant workers' job skills. Therefore, they have not revealed, from the perspective of the region's historic, geographic, and economic history, how “dekasegi” appeared. “Dekasegi” has been seen as little more than side jobs for farmers living on poor islands. It has become obvious, however, that this assessment of “dekasegi” in the Seto Inland Sea is incomplete when we take into account the overall occupational structure of the region.\n“Dekasegi” has been accompanied by a tragic image and has been far too narrowly defined with too much attention paid to the issues of “going back” and “supporting the family.” In this report, the author presents a new concept, “tabi”, in order to explain the movement of workers. It is used to redefine the restricted notion of “dekasegi”.\nThe role “tabi” has played is illustrated through a case study of Oshima Island and Hakata Island located in Ehime Prefecture.
