This ledger is important in the sense that it reflects the actual operation of local administration based on the documents of the centralized state. Institutes such as Shakyōjō at Tōdai-ji broke up official documents like Keikaicho which had been discarded and put them together in random order, filling in the backs of the pages. As a result the ledger is incomplete and some sections are missing. Last year Hayakawa Shōhachi presented a detailed plan for the reproduction of the ledger. Gebu was a section of the ledger that recorded Ge, documents that were delivered to the Senior governmental offices. The paper includes an analysis of the logical connections of the Gebu with other sections in the ledger. Photographs that were taken in the Museum for reproduction were utilized. As a result the passages which had problems in the interpretation of their connections with other passages could be reproduced successfully. At the end of this paper this section of the ledger is presented with a revision. In the future, further research based on the study of the original documents is required.
