Under a directive issued by the provincial government, district regional markets could be designated as kokufu (provincial government center) markets. The districts which received this directive were designated to trade and procure goods for the provincial government.\nThe most convenient or promising district market was usually designated as the kokufu market. If there was no such market, or the existing market was somehow insufficient; the market was rebuilt or expanded, or a new market was constructed in the district in which the provincial government center was located. Except in cases where a new market was built, an existing district market thus became the kokufu market, either in its original form or in a modified or expanded form.\nThis system, in which one powerful district was given the chief responsibility for procurement of goods for the kokufu, developed naturally. Other districts were also involved in the process of trade and procurement, and kokufu markets eventually developed in these as well. Thus the area covered by these marketing and procurement activities, or 'Provincial Trading Area', expanded to include the entire kuni (province).
