| 内容記述 | 自然災害はあらゆる社会にとって対処を迫られる重要な問題である。防災においては近年，国家・行政によるいわゆる「公助」には限界があり，住民のレベルでの防災・減災が必要であることが主張されている。過去の災害の経験をモノ化し，社会の内部に適切に配置し，過去の記憶を共有し，次の災害に備えるために人々が「利用」できるようにすることは，景観を「資源」として活用する，ひとつのあり方だと考えることができる。 以上を背景に，本論文は，1999年にトルコ共和国北西部を襲った大地震をめぐる記憶について，「文化資源」というメタファーを援用しながら，「文化資源」としての災害の記憶がどのように「利用」されているかに注目し，その「持続可能性」について考察する。具体的に検討するのは，記念碑，地震博物館，そして記念式典である。事例検討をつうじ，あるものを「資源」として利用するためには，それを「資源化」する主体と，「利用」する主体の二つ，および「資源」の目的（何のための資源か）の明確化が必要になるということが指摘される。さらに災害の記憶に関しては，「利用する主体」と，「資源」の「利用」によって生み出されるものとが一致する，ということが主張される。つまりそこでは，「資源」は「資源」であると同時に，ひとつのサイクルを開始させる契機としても存在するのである。そして最後に，「資源」としての災害の記憶の「持続的利用」における問題として，「利用する主体」の曖昧さという問題点を指摘する。 |

| 内容記述 | This paper attempts to examine “sustainable use” of memory of Kocaeli Earthquake, Turkey, through using “cultural resource” as a metaphor. Natural disaster is one of the central problems for each society. After 1990s, it is insisted that state or local government cannot do all and that local people should fulfill an important role in disaster prevention or mitigation. Recently people engaging in disaster management have focused on disaster memory, which would lead local people's proper action. Therefore to make past disaster experience or memory sharable and available for the purpose of disaster preparation can be said one of the ways to use local landscape as a “cultural resource”. On August 17th 1999, at 3:02 in the morning, a great earthquake hit the northwest part of Turkey claiming more than 17,000 lives. This disaster was a great shock to Turkish society physically and economically, as well as psychologically. It changed the awareness of disaster risks and, as a consequence, contributed to the transformation of the disaster management system. I pick up and analyze a monument of the earthquake in Gölcük, a disaster museum in Adapazarı, and annual ceremony in Körfez in detail. Through case study analysis, I claim that “cultural resource” metaphor need a certain framework; the subject(s) to make it resource, the subject(s) to use it, and the purpose(s) to use it. In disaster memory, the purpose of the resource is to create a community that shares memory of past disaster and do prepare for future disasters. It is therefore the subject(s) to use resource coincide with the purpose of the resource. It indicates the difficultness to treat memory as a resource; memory is a resource and at the same time, a trigger to subjectification of the users. As a conclusion, I point out the dubiousness of the subject(s) that are assumed to use memory as resource and to become subject(s) who concern with disaster preparation in the discourse of disaster management. |
