| 内容記述 | 災害の被災地域では，災害の痕跡を保存することがよく行われている。これは災害の教訓を後世に伝え，再び同じ被害を繰り返さないためのものである。しかしこのことが地域の防災力をどのくらい向上させているのか考えると，非常に効果があると単純には言い難い。濃尾平野の輪中地域に代表されるように，本来災害にあわないために地域ぐるみでの工夫や仕組みが災害文化として存在した。これを受け継ぐことで，地域の防災力を維持してきたのである。水害リスクの低下と，コミュニティの崩壊によって，災害文化が受け継がれなくなった都市住民が災害に遭わないためには，現代の生活に合った新たな災害文化を創出し，受け継いでいく必要がある。河川流域を舞台に活動する市民団体の取り組みをヒントに，新たな災害文化の可能性について考えてみる。 | |||||||||||

| 内容記述 | Vestiges of disasters are often preserved in disaster areas, to transmit the truth learned from the disaster for posterity and thus avoid the same damage in future. However, in terms of the extent to which this has improved the disaster-prevention ability of communities, it simply cannot be considered very effective. As represented by the Waju areas, there was originally a disaster-subculture where measures and know-how to avoid becoming disaster victims were prepared with the full cooperation of communities. By inheriting this, the communities maintained their disaster-prevention ability. Such disaster-subculture is no longer inherited in urban areas, however, due to the reduced flood risk and the collapse of communities. In order to avoid becoming disaster victims, urban residents need to create a new disaster-subculture suitable for modern life. This article considers the possibility of a new disastersubculture by studying a hint from the efforts of citizen groups working in a river basin. | |||||||||||
